I downloaded the Pokemon white from here and when i went to play in the No$gba emulator it claims "the saved data could not be assessed"
This is my first time using an emulator. How does one use one? And how can i use this one correctly?

Using no$? Go and make certain your "NDS Cart Backup Media" is set to the proper setting for saved games. You'll find it in Emulation controls. Open your emulator, and press F11. You'll have to experiment with which setting it is, because I don't use the emulator, anymore, so I don't know which setting is proper, but toying with it will fix your issue. Good luck.
Also, the setting currently on mine, however, is "EEPROM 64KBytes", but I'm sure it can be interwebs searched if nothing else.
Older than you think
You will also need to AP patch the rom if it hasn't already been done
The game has copy protection that prevents you gaining exp so it requires an AP patch
