What discs are you burning to?
Is the game for the same region as your console?

At a wild guess I would say it's the media you have burned to or the disc may be damaged, either way that would cause abnormallity in game, it could also be a ripped game (meaning that something may of been removed or downsampled to fit on a standard DVD5 disc instead of a Dual Layer DVD9) I can't realy tell as I do not know of the game, the only underground game I can think of is need for speed (maybe a tony hark game)

Because it's "moh" and he mentions shooting, I think he is talking about This game, which means he is playing a copied PSx game on a PS2.

There are a few things you can try

    1. Re-burn (Use IMGburn and use the slowest burning speed you can)
    2. Buy new CD-R's and reburn (I would do that one last to be honest)
    3. Test the CD image with CD-Mage (It can check for errors and repair them)

I would also look and see if this is a common problem on the PS2, as the PS2 does not have perfect PSone compatibility anyway

P.S. the game you are playing is from the same region as the PS2 isn't it??

Matrix infinity and clones (such as modbo 4.0 for example) should have multi region built in.

Anyway, pre v2.0 matrix infinity chips may have a few game compatibility issues...a genuine chip can be upgraded to the most recent firmware to help resolve any issues.
Although I have no idea if this chip the OP has is an official one or a clone (even the clones can be running matrix firmware)
To identify the chip you'd need to open the console and look I guess.
Clones cannot have their firmware upgraded afaik. Try it and you will probably brick the clone chip

Hopefully the OP's issue is just a bad image or bad burn.......it's highly unlikely there's a region issue imo.

Playing a game out of region can cause issues in itself thats why I asked force a game to run out of region has side effects for some games going out of sync others just crashing outright, this is not all games though, alot will run perfectly fine like that
