Start->Run->cmd
ipconfig /all
Find the connection you use for internet.
Write down the IPv4 address, Subnet Mask, Default Gateway, and DNS Server(s).
Close the command prompt.
Open your Network Connections.
Right click the connection you use to connect to the internet (same as above) and click Properties.
In the new window, click Internet Protocal (TCP/IP) or IPv4 or however it's labeled, then click Properties.
There should be boxes labeled similarly to everything you copied down before. Hit the radio button for "Use the following address" on both boxes, and fill in all the numbers with the ones you wrote down. The only one you should change is the IPv4 address. I'd suggest using whatever the old address was -10. For example, if it was 192.168.1.2, use 192.168.1.247 (since it's 0-255).

You probably picked a bad IP (as in one already in use by another device). Also, you may need to restart to get it working. Or you could have just not waited long enough, since being disconnected directly after changing those settings is normal. You should be able to reconnect after a few seconds, though. Just remember how to do it so you can set it back to automatically assign in case you screw something up.
Also also, have you checked your software firewalls? If you've got something on the computer itself blocking, it'll say the ports aren't forwarded. It might even be your antivirus. Try adding whatever game it is as an exception or disabling the firewall altogether.
Finally, if it still doesn't work, the only other things I could think of are a) the network you're on doesn't allow port forwarding (i.e. school network with several subnets) or b) you did it wrong. It could be something simple like doing only UDP when you need both TCP and UDP forwarding, or it could be something a bit more confusing like forwarding from the port to any rather than from any to the port.
Really, the only other thing I could say is that http://www.portforward.com is your friend. It has full walkthroughs on how to set a static IP and forward ports for just about every game and just about every router out there, complete with screenshots. It's a little ad-heavy nowadays, but it's still really good information.
