Default PS2 SDK (SMF2SQ and JAM tools from SCE created sakana.sq) !

My goal is to create sq files from midi files.
Standard ps2 videogames uses the old ps2 sdk from 2001.
And that have tools like mid2sq commandline executable program.
All i got is c and h files. I need a auto c visual compiler! and i hate RedHat LINUX 6.2!
I only use windows xp x64. windows 98 x86 in vmware for programs not running on x64 windows.
I only want the programs used to create:
    .SQ - The music sequence
    .HD - The instrument header
.BD - The instrument body (the sample data itself)
From other files like midi and dls/sf2, stadard midi file with soundfont converted to:
    .SQ -
    .HD -
    .BD -
With tools i can't find precompiled uncompressed unpacked executable files compatible for windows xp.
The sq hd bd files has the same name.

    Edit 1:
    These directories:
    F:\Emu\PS2SDK\SonyPS2SDK3\usr\sce\iop\install
    F:\Emu\PS2SDK\SonyPS2SDK3\usr\sce\iop\sample\sound \sqsoft

The install folder contains include and lib folder + install.sh and iop-xxx.sh
The sqsoft folder contains main.c and makefile.
What to make executable exe files with?

    Edit 2:
Compile this to exe files for me!

    I suspect F:\Emu\PS2SDK\SonySDK\sce\iop\sample\sound\sqhard
says i must use the SMF2SQ and JAM tools from SCE. I can't find those EXE files by using google!
I am have no luck! I can't solve this big problem myself!
