can i play ps2 games without a video card?

no, you also can't turn on your computer without a video card of some sort. Does you Motherboard have an embedded card? [probably intel]

also your PC specs are below the recommended to run PCSX2 [at 50-60 FPS+]

im able to run epsxe ver1.7(with a help of P.E.op.S Soft driver 1.18) on my pc and yes my motherboard has an embedded card. so does that mean i cant use PCSX2?

Please, read the PS2 FAQs thread pinned in this subforum, there's a link with he minimum requirements needed to run this emulator. I'm sorry but the answer is no.
