Did you read his post at all? He's already tried another graphics card, same problem. Unless of course you mean update your drivers. In which case you should've made it clear you meant the drivers, and not to replace the card.

    Try these things:
    - Try removing the Cmos battery for 30 sec's.
    - Updating bios
    - Go into your bios and check and see if video output is set to PCI-E or AGP
    - Try cleaning the pins on your video card with a Q-Tip and rubbing Alcohol
    - Check and see if your video card is properly seated its a possibility it could of jumped out of place (happens to me)

If it still doesnt work it maybe a possibility eaither
    1. Not a powerful enough power supply/defective power supply.
    2. Defective Motherboard And/Or Video Card.

    hope this helps

Its also a possibility if u just built your pc your motherboard bios may not support your cpu without a bios update

im using a AM2+ board (ASUS M3NHT-Deluxe/Mempipe) but asus released a bios update that can make the mother board support AM3 without that bios update my screen went black and when i put my old cpu in it would not show a display. But when i updated my bios everything worked perfectly (Went From Amd Athlon 64 X2 Dual Core @3.2Ghz To AMD Phenom II 1090T Six Core @3.2Ghz).

I have the same problem before. All I do is simply go to my device manager and update my graphic card.

As posted by Inferno you are talking about updating drivers when you say update graphics card it sounds like you are saying that he needs to buy a newer better graphics card instead of installing better drivers for the graphics card he already has.

It is simple to mistake your first post for something you did not mean that is all we are saying that your post could have been worded better to let the OP know that you are talking about upgrading software, and not talking about buying new hardware which he may or may not be able to afford.

@OP if updating the drivers will not work I would suggest switching power supplies, but before you buy a new power supply you could swap one out of an old computer to see if it works or even if a friend has one that they are not using that they will let you use to test your system.

Yes, I know about that. The only way you can get into it is by going into safe mode. Keep pressing F8 during start up and there are list of option where you can go to safe mode.
But I guess I have to stop here since doesn't need any more help.

have you ever thought the backlight on his monitor may be dead? does the green light come on when you turn the monitor off and on again? or does it only display an orange light?

Benniboi while it may be true that his backlight may be in the process of failing the above quote proves it is not completely gone yet.
