I just started up the PCSX2 and am trying to play Spyro a Hero's Tail and it runs like it's on slow motion. This is my first time with a PS2 emulator.

IT'S VISTA'S FAULT!!!1!! Jk, although it does consume more memory and can cause problems. Ultimately, and there is no way around this, it comes down to system specs. What type of computer do you have? CPU is the most important and GPU is important if you run games at non native resolutions. You'll need only 1G of ram because PCSX2 doesn't use a lot of it compared to other games because the PS2 does have a lot of it. There are also speed hacks in the emulator settings, but we'll talk about them after we look at your computer.
Oh, and about the slow motion. The emulator emulates how the system would react to not having enough resources, which is rendering everything slower. However, it doesn't skip frames like a PC game would, so it just displays them at a slower pace. Some games have frame skipping, like Shadow of the Colossus, but it still tends to go into slow motion unless your computer is up to snuff (and for Shadow of the Colossus, you'll need a computer that would put Crysis benchmarks to shame).
Doesn't matter which OS you use, but instead post more details of your computer specs, as well PCSX's version, plugins, settings, etc.

If all settings are still in default, go to GSdx setting, then set the Renderer to D3D10 Hardware and make sure Original PS2 Resolution (Native) is ticked.
Enable Speedhacks, and set the EE Cyclerate to 3. While playing, try enable the Turbo(TAB) mode or Frameskip(F5).
Try switching to different Preset mode as well, go between 1 - 4.
and.. You probably won't get much result(or nothing may happen) with your current specs, as the game itself is pretty much demanding even on low-end PC/laptop.
GameCube version may emulate a lil faster with Dolphin if you are lucky
Not sure what GPU you have but you have a rather slow CPU for PS2/GameCube/Wii emulation
