i can everything to load and play and it all looks good but when the game starts it says insufficient memory needs at least 9 blocks to save. there doesnt seem to be a saved game section and it doesnt seem to have save states what can i do?

try booting null dc into the bios and clear the memory from there.
you can do this by selecting normal boot then no disc after that select the file option in the on screen menu from there you can format the memory card.
