there are tons of Arcade exclusive games, the few that are ported to home Consoles are dumbed down, give MAME Plus, Final Burn Alpha Shuffle a try,

I think he's asking about Megaplay and Nintendo Play Choice. AFAIK they are about the same as the console versions, possibly with increased difficulty??? I haven't really checked them out because, well, I already have those games. I remember playing Super Mario Bros. in the arcade when I was a kid and it didn't seem to have enhanced graphics or anything. It seemed harder and the warp in the second level wasn't accessible..so there might be small differences.

OK what is the best MAME version I can download?
I like 32FX, but Plus lets you add graphics filters like 2xKai, etc. 32FX seems faster for me though.

Those are version numbers; you can download the emulator from:

Or one with GUI like MameUI (http://www.mameui.info/)
There also "beta" releases marked with Ux like Mame0.143u1, Mame0.143u2 etc, last one is .143u5. The betas give new romsets, sets rename, bug fixes, broken drivers (tools like Clrmame make the update easier)
Start with something easy. This is an old version, but it will give you an idea of what MAME is about.

So should I download the correct M.A.M.E. version for the corresponding Rom sets?
For example the rom sets 0.138 , so does that means I should download the emulator version 0.138?
You seem to be missing the underlying concept of M.A.M.E..
It's mission statement is one of preserving the history of Arcade games from their beginnings to the current day. As such it's focus is on accuracy, and replication of the games as the were run on the original hardware, bugs and all. In other words, it's goal isn't to have an emulator with awesome speed that anyone can use regardless of their PC, or device, specs.
In order to do this, the rom databases, and the roms themselves, are constantly being updated in subsequent revisions. They do all of the following ... correct bad rom dumps, correct not bad dumps but 'incorrectly' dumped roms, adding previously un-dumped roms, remove hacked upped roms used for stopgap emulation, clean up the emulator code, add to the emulator code, etc...
Yes, you can download the roms separate from each other. If you'd looked, you would have noticed that this site actually has a MAME section. (Not in the forums of course, but the main page)
Yes, the rom version usually needs to match the emulator version being used. Once you've downloaded some relatively recent roms, you can rebuild them to the latest versions, or downgrade them if needed to older versions using apps like clrmampro.
