I have found through simply reading the txt file in the Gens zip that you need these things for 32x emulation with Gens:

You DO need the 32x bios from here:http://www.eidolons-inn.de
You also apparently need a minumum system of 900mHz.

This probably puts me out of the game.
But hopefully this helps some of you guys.
