Does anyone know if any of the more capable PSP Emulators out there are capable of outputting there save data in standard PSP Format rather than any ".sav" or similar? or if so anyway to extract from that?

Which emulators do you mean? PC emulator?
and may I ask why?

psp emu saves are not encrtpted. real psp console created saves are encrypted so even if you do convert to a standard that is used on a memstick pro it wouldn't work
