Default Issues downloading an emulator for Windows

I have a Windows laptop and I'm attempting to download an emulator but it only shows up as a file. When I click on file it tells me to "extract all" I do this and then I see that this time there's a little SNES controller icon in the new folder. When I click on that, it doesn't work and tells me I need to download the latest DirectX. I attempt to do this but this only shows up as a folder with useless files and I can never get the emulator to work. Someone please help and know that I later intend on downloading only Chrono Trigger because it is the greatest game ever made. Thank you all.

Which emulator did you try to download ? I'm guessing it's a SNES emulator but it'd help if you could post a link to the page where you got it.
