just try it in the emulator. if it goes to the bios screen or wont let you play it from there, it's bad.

This computer can't handle the dreamcast emulator, my laptop can, and it needs a new HD. :p Plus, I don't feel like setting all that stuff up, it's the reason I just got a DC. I'm anxious to see, but I'm going to have to wait. :/

my pc is 833 mhz p3 356 ram, and it can play it in a small square just to tell if it loads correctly, i very well doubt your pc is shittier.
