Default Vandal Hearts running but in fast forward

i downloaded the epsxe 160 guide according to the epsxe guide in the emulater faqs center. and i downloaded the rpg vandal hearts from the rom section. now after installing all the plugins and stuff according to the faqs guide, and trying to run the game i can get it running where i can play it but its in freaking fast forward. the game loads up fine,i set up the keyboard the way i want to so i can control the buttons and all just like a regular playstation, but it moves so damn fast. then i change around one of the video plugins and it moved in ridicuously slow motion. does anyone know what is going on with my computer or what do i need to download to fix this problem.
