I got this rom mario and luigi partners in time, but i cant get it to work on any emulaters. Is there a emuleter out ther that works for this game? So far i cant find any that support it.

NDS emulation is still being developed, if you've tried it in Desmume and No$GBA and it doesn't work, then you are out of luck till new versions are released.

This game runs in No$GBA for me. I haven't tried it on the latest version but I know it works on an old version. You might want to try changing the save type in No$GBA as most games won't even start unless you have the correct save type selected.

so that totally leaves using a gamepad out of the question then?

Yeah unless your gamepad can emulate the mouse like my Saitek controller. Although it's a lot easier just to use a real mouse.
