There's no such thing as a patch for any emulator that allows you to play Japanese games in English.
There are patches for roms though, but only one GBA game has been patched in English enough to make it playable in English:

The rest of the translation projects are either dead or still being worked on, so hopefully someday there will be a complete patch for those that are still being worked on.
