I just downloaded ChankEX and used my image of VOOT, and I can verify it does not work with the emulator. My guess is the Echelon intro screws with it...

So, try playing it in NullDC again, and press A or Start at the intro.

Tested with NullDC, and it works when you press "A".

You can use XPadder with NullDC to map the keyboard to your gamepad:
