For Nebula: Misc > Auto-switch to 16 bit desktop.

If that doesn't work, then try this:

Right-click on Desktop > Properties > Settings > for Color Quality, change it to 16-bit.
    Now try Nebula.

Sounds like it's one of the settings under "Video", but I don't know which one it might be.

Have you tried both Full Screen and Windowed?

Also under Game > Neogeo Options > try changing the Mode and Region.

Did you update DirectX after formatting your PC?

What about your graphics card drivers?
Did you download the latest updates for them too?

    1. Update DirectX to 9.0c: http://www.microsoft.com/downloads/d...displaylang=en
    2. Update your graphics card drivers. (If you don't know what your graphics card is: Right click on the desktop > Properties > Settings > Advanced > Adapter [it's the top line].)

edit: I was expanding on SegNin's post.

Take a screenshot of your settings under Video for Nebula.

And here's how you can contact the author of Nebula; maybe he can help you:

You said you saved your config.

Why not try deleting that and starting again with a fresh "install" if you would.
