If I remember well, he should learn them through level advancment, it's long time I don't play it but I remember that I didn't do anything particular to obtain this last move, I just remember that I had it. Anyways, I can send you the complete FF9 faq (made by hundreds of pages) in PDF, with the walkthrough, lots of data, stats, weapons and armors list and various tabs.

You get the moves at certain levels.
