I doubt such a thing exists, for what that is worth.

A virtual CD-rom is like a driver, you can't just do that.
Theoretically, there's some ways in which you can, but not quite.
My friend set my stuff up so, that, when I want to play GBA or SNES game, all I have to do is click the game itself, and it boots up VBA, or SNES9X. So I don't actually have to go use the program.
I think all you could do is right click the ISO and click open with(or whatever) then find the program...and make sure you press the box that says always open this type of file with that program, possibly. If I read your question right.
