It's an automatic forgive.

Plus they hardly ever follow up. As long as the next time you see them there's a statement of "I'm feeling a lot better". It's awesome as long as you don't overuse it.

At the very least it gives them the idea that it's not their fault so they let it go.

You may have to relisten to a rundown of what they were trying to say though. However it's usually better than the long version.
