Well, it's half-legalized already, they just need to go ahead with the other half (by half-legalized, I'm talking about medical marijuana, and the person being able to grow up to 3 plants and carry a little on him). There's a hemp store near my house, the sell different stuff made from hemp.

Don't you live in America? You aren't so lucky if you do, since unfortunately, the USSC decided on two cases in 2001 and 2005 that the federal Congress, not the states, gets to decide what legal is for marijuana. Specifically, "a medical necessity exception for marijuana is at odds with the terms of the Controlled Substances Act" and that the federals can prevent a person from growing their own medical marijuana. Unless it's taken off the Controlled Substances Act Schedule 1 list, the Feds have the power. Mind you, several states have reduced punishments significantly, and the DEA isn't interested in small change ops, so...in effect, it's a bit like emulation or P2P, since we're here and it's a convenient comparison. You go after significant figures, big bucks, and prominent targets, but since you don't have the resources to crush every single ant, you don't bother. Of course, they still manage to knock out any attempt at a centralized pharmaceutical industry around it, but as long as you're circumspect and living someplace where the DEA has few or no interests, you're probably "safe".

The species of hemp used for rope are different species to the ones known as collectively known as marijuana. Plus there's a fair amount of evidence that the original marijuana ban was a backdoor attempt to remove regular hemp from the market.
