You'll be better off with pSX I think.
For starters, you'd do well with ePSXe, which is a great emulator. (This is where someone links to the bios and plugins)
im not sure which video card i use... but i have a celeron M processor and windows Vista basic. will those two fly?
If your comp came with Vista, then the GFX card should be fine.

I actually think you'll be better off with pSXFin, but I don't know if it works in Vista.

Yeah and I thought I was doing something helpful. How is PSXBIOSes in a torrent warez?
