This is... I have no idea, the 100,000,000th time he's said the US is trying to kill him? Now he's saying an 88 year old man (Negroponte) is going to kill him.

To be fair, the US does have a history of messing with South America in general and Chavez in particular, and Negroponte was high-up in the Reagan administrations National Security section when they were funneling money to the Contra's. None of this means that the US is actually trying to kill him, nor does it make Chavez justified in his actions, but it does shed some light on his reasons.
