I always get rumble in ePSXe/PSXFIN, I use a Logic 3 PS2 clone, thing.
pSX's rumble feature has been put on low priority until they get everything else working. There are some third party adapters that do get rumble with pSX but not many. I have a Logitech RumblePad 2 and I have only gotten rumble on ePSXe on a few games out of the many I've played in it. My controller has slightly responed at times in pSX but not like the real PlayStation controller would have.
They should. There are RadioShacks all around where I live. Thing is, they carry very few in stock. So if you don't find any at one store, you'd have to check another. Or look online for it. The one I bought was one of the last two left in store, and I wanted to purchase the other one also, but only had 20 bucks on me. =\

Correct the rumble feature will be worked on eventually but since it's only one person working on the emulator he's working on what he feels needs to be worked on little by little. If you want to know more about what's going on with the emulator you can browse the official forum.

what dll file do i need then and where can i find it?
All it is is a DirectX 9c update that you can get if you get the latest build from Microsoft's web site. That dll file is one of the files that is included with that update. There are other third party installers that pSX links to on it's home page that will also install the necessary fles for you using a smaller file.
