When it comes to emulating final fantasy ps1 games i would just stick to connectix virtual game station for the pc. Theres a whole lot less glitches than epsxe. If you want to use epsxe with ff8 then your problem could be with the video plugin. Theres some options in there and one of them is show more stuff option. If the option is less than the menus might blink and glitch up on you. While playing the game you can adjust the options too with insert, delete, home, end, page up, and page down buttons on your keyboard.

    Use pSX 10.0 instead.

It'll play FFVIII a lot better than ePSXe.

Final Fantasy 8 SLUS_008.92 (4) 1.8-1.10 YES Battle transition effect problems; Minor stuttering during FMV's and at some points during game play; Disc 3: Game often hangs after on the space station after the "Lunar Cry" FMV

The first thing you should do when asking for help is posting what emulator are you using, plus what settings and plugins.

I guess you are using ePSXe, it's still the best PSX emulator with enhanced gfx. If that's the case, go with the 1.52 version as it's recommended for square games.
Here's a link explaining how to fix the problems with the battle menus and the battle swirl:

And general recommendations on how to configure the emu for this and other games:

Heh, you kinda contradicted yourself there...

Because ePSXe 1.5.2 actually plays FF8 with no major glitches/problems.

The only thing missing is the battle swirl, unless you use the OpenGL2 plugin configured like this:
"In OpenGL 2.x, you can get working swirls by setting Framebuffer Effects/Upload to 2/2, but in doing so, you introduce lag when framebuffer effects are used. Enabling 'Special Game Fixes' helps with this problem a bit, but you will always get a pause when entering battle."

With cvgs you get the swirl with no pause.
