Based on that description I'd say definitely try out System Shock 2 if you haven't played it. And Gypsy....not much out there? There are so many distopian or post-apocalyptic games it's ridiculous. I know System Shock 2 is technically neither of those things but I think if Grouch is looking for a good sci-fi game similar to Bioshock there's no better fit. If you've already played it or want more really good sci-fi games similar to Fallout/Bioshock just message me, Grouch. There's tons. Mass Effect is nothing like either of those games.

The first 2 fallouts are really good. If you haven't played them you really should, I just assumed you had since you mentioned the third.

And another thing, when I was little I played Ratchet and Clank on PS2 (all games in the series) and I even played through them multiple times and I was wondering...are there any games like that out there? For any console.

I've never played R&C but furries and shooting came to mind so you might try out Conker's Bad Fur Day for the N64. If someone that knows what they are talking about wants to come slap me I'm cool with that.

survival horror is fun. but my favorite is RPG style games. ok any suggestion for games with great spell/skill effect like FF8,9 and tales series. i really love to watch nice spell/effect in a game.except Xbox 360 & PS3 consoles, because i don't have those, its even better if u suggest ps2 games.

Well if you like RPGs you should definitely enjoy them. DQ8 is probably the best of the lot, I'd start on that.
