Ok that my video config and i need help with the frame skip no matter what i do theres frame skipping also the main thing i need help with is when the emulators running a iso it don't show the file edit video little thing at the top so i cant savestate or cheat or try to fix the window to better fit my screen any help would make me love you long time thanks

Ok, first off... Punctuation is your friend.

What game are you trying to emulate? and what PC hardware ya got?

Turn FPS Limiting On.
I'd change to a Fullscreen mode. 640x480, or 800x600 would be a good place to start.

Use a updated version of P.E.Op.S Software Plugin.
Update your graphic card drivers.
