    +1 to Province Tax Base in exchange for a revolt in that province, rather than a +1 to Stability which I could get regardless and losing a Bailiff...unless I'm running a huge country with a lot of non-state cultures or different religions which push up my Stab costs through the roof, in which case paying 50 ducats and waiting a year to get my Bailiff back may be better...
