You can use the majority of GBA flash cartridges with the DS but you can't use SD cards. If you go to http://www.linker4u.com you can buy a variety of flash carts, the most cost effective arguably being a 128mb EZF Advance kit which will set you back about $40. Of course, you can buy carts with higher capacity if you wish. Stick with EZ Flash however as they're confirmed to work with the DS.
Alternatively you can buy a NDS Devkit from http://www.dspassme.com which costs $70. This allows you to run software using the actual DS hardware rather than the GBA hardware and includes everything you need to get started. It's quite a lot more expensive than the EZ Flash kit, but it's worth it for what you get, and you can still use the included flash cartridge to run GBA software. It doesn't run commercial DS games however. There are other cartridges you can buy that do but they're at least twice the price. If you're mainly interested in using emulators and homebrew software designed for your DS (as well as GBA games) then the NDS Devkit is the one I'd recommend overall.
