You're both so cruel to a newbie emulator user.
Ok. I'll tell you this in a simpliest way possible:
1) Go to "Config->Video".
2) Now If you're using Pete's or P.E.Op.S video plugins
when you click on "configure" button you'll see a plugin
config window.
3) Now just check "Use FPS limit" checkbox and uncheck
"Use Frame skipping" checkbox.
4) Next to that checkboxes is is the textbox when you have
written "FPS limit (10-200):". Set it to 60 FPS for NTSC game
or 50 FPS for a PAL game.
5) Try avoid using "Autodetect FPS limit"
Other plugins use similar naming so it shouldn't be a problem
enabling those options too.

Anyway, I almost always use the Autodetect and it's fine.
Remember guys, there's a way to change some settings as your playing by pressing some key I don't remember. A good and fast way to see what's best for your game. The keys can be changed by going into the plugin configuration window and clicking on the 3 little dots next to "Show FPS on display" or something. Hope it helps.
