Ok I'll PM you ePSXe generic savestate. (I'll do it later)
It's too big to post it so I use Yousendit and PM you direct link.

Are you positive you've tried every solution mentioned??

Try one thing: change your resolution to 640x480 or 800x600
disable dithering, enable special game fixes 0x0001, 0x0008, 0x0020.
If this won't work I'll send you save, but I get VP from EP and it's working
    without problems.

Ok here's the savestate. Unpack it to sstates directory.
Run the game and in ePSXe press F3 to load the game.
Saved right after Valkyrie with Freya goes down to Midgar.

I had no problems at all with Valkyrie Profile in ePSXe 1.6.0 until the ending sequence for the A ending, because I saved state in the middle of it, and then quit to get dinner. Loaded it back up, and while the audio track that I save in the middle of played fine, the game wouldn't load up any further voice tracks without a lot of effort, and because of this, the game wouldn't advance the scene anymore. Luckily, I had a memory card save just before the whole sequence starts, so I loaded it up from that point, and sure enough, it played just fine.
I am having the same issues. It seems to me that the audio likes to freeze up and random points when loading the voice pieces. When this happens, the whole game just locks up and nothing happens. The only thing I have been able to due is save the state mid-game, reload several times, and hope for the best to get past that particular scene.

    My specs:
    AMD Sempron 1.8Ghz
    512MB ram
256MB Integrated video card (unsure as to which kind exactly)
    Win XP Home

    I'm running ePSXe 1.60
    PEOPs Soft Driver 1.16
Eternal SPU 1.41 w/ Valkyrie Profile specific game fixes checked on
    ePSXe CDR Core

I'm running a mounted image that I obtained here on the EP BitTorrent Tracker, and I as well have tried all solutions provided here. I can get past the Freya/Odin/Lenneth scene mentioned above, but I can't get past where Arngrim(?) and Badrach(?) leave to deliver some package (about 10 minutes later into the game). At some point or another during the black screen with fading text, a voice track will fail to load (it happens at different points each time), and I get stranded with the music simply playing (as normal) but the game simply doesn't progress.

EDIT: It appears that when I lower the sound buffer even further, I can get a bit farther than normal, but still having problems... Just wondering if there is any way I can get past this without sacrificing my sweet sweet sound and music every time the characters decide they want to talk a lot... Though I doubt there is much that can be done, I'm diagnosing this as a case of "my PC is a pussy" unless I'm told otherwise

    EDIT (again):

    Specific settings:

    -----------------
    PEOPS Soft Driver 1.16
    Res: 800x600 - 16bit
    Stretch to fill window
    Dithering Off

    Use FPS Limit
    FPS Limit - 60

    Stop Screen Saver
    Game Fixes:
    -0x0001
    -0x0008
    -0x0020
    ---------------------
    Eternal SPU 1.41

    Enable Sound: on
    Enable CDDA Sound: on
    Enable XA Sound: on

    DirectSound
    Buffer size: 32

    Wait for XA buffer: on
    Audio out method: Thread

    Game fixes:
SPU IRQ - wait CPU action (VP fix)
SPU IRQ - Force interruption flag7 (VP fix)
    --------------------------------
    ePSXe CDR Core

Rom letter: F (Daemon tools mounted ISO w/ .cue file and such)

*anything not specified is turned off.

Try using SPUasync for the audio out method, or try turning "Wait for XA buffer" off. I'm mostly guessing, though, I'll try these later, when I get the chance. But I don't remember having this many audio problems with VP. It did freeze in 2-3 scenes, but that's all. And I got past those points on the third try, at worst.

    Try not using savestates.
Using SPUasync, Smooth with a buffer of 32.

    Read my guide for details.
You might try disabling the Eternal SPU fixes.

I played the game. The problem is the synch between voices and the text. Because I have a slow computer, the voices are always held constant, so they don't really align properly. You may have to adjust your frame skip.

    Not necessary.
Since you have a slow computer, SPUasync, Smooth may not handle your computer specs properly. Try listing your com specs.
