no, there isn't any emulators for the PSP yet. It's still new and will take awhile before we see some stuff done for it.

Right now homedevs have not been able to run code on the PSP. Everything that it runs is encrypted. In order to run code they will have to break this encryption. It could take a while for this to happen.
