Default Help on setting up a Server

I got my server pc set up. The operating system is Windows server 2003. How to i make it able to connect it world wide? I can collect to it's ip address at home on my laptop. At my friend's it won't work. I got Filzilla on it a server program. I'm basically wanting to create a FTP from my friends house to here and other friends even at school? is this possible?

What's the next step in this process?
    1. Do i register for a Domain?
