Who knows just yet? They haven't made any announcements on the soundtrack yet. I'm sure they will soon enough though, cause the game's due out in another month.
Today, we can reveal that the actor voicing Carl Johnson in Grand Theft Auto: San Andreas will be none other than Young Maylay, an up-and-coming musician from Los Angeles. Speaking exclusively to Official Playstation 2 Magazine USA, Dan Houser, director of the game described Maylay's voice as "powerful".
