Bad emulation sites. Like sites that make you vote 50 times for broken links, or bombard you with a million popups.

I hate those sites that say the have tons of roms and all that, and you have to vote to get in but when you do it says you are trying to cheat to get in.

Any site that promises great content and doesn't deliver. Especially those that make you jump through hoops to get at the crap they do have....

Basically any site where it has force voting or lots of popups and not very good content. Now that I understand what this thread is about, I can actually answer...

Sites which say they have ROM's, when they actually don't or sites where you have to vote to get anything :/

On that note, from what hasn't been mentioned, are sites that have more ads than content (if any content), usually pr0n-related.

Actually i hate any site with false descriptions
Ex: A site that says it has "1000's of n64 roms or 1000's of psx and ps2 roms
It's just stupid and anyone crazy enough to believe it is a moron

I dislike sites with porn ads (Explaining away ROMs is easy...porn ads are far harder). I especially hate pop-ups in all forms, and anything that makes you vote for their site several times in order to access a link to what is claimed to be ROMs, but is actually just another link to the Top 50 or Top 100 voting page.

I pretty much share all your opinions (and I think everyone does...), but I also loathe those "TopXXX" sites... Mainly because they all lead to those kinds of sites... 
Also, I was never too fond of sites that require you to register in order to download their content, just to find out they have a bad selection...

I hate those people who buy 90 domains and point them all to one lame contentless site. This way, it shows up on Google again and again... How can the money they make off ads be enough to pay for all those domains 
?
