What plugins are you using? And what is your comp spec? Are you running the game through iso?

ePSXe CDR ASPI core 1.5.2.
ePSXe SPU core 1.5.2.
Pete's D3D Driver 1.75
My comp specs are really crappy, but i know they're good enough to run Monster Rancher.
The file i'm trying to load is a bin.
Is this the first time you've used ePSXe, or did this problem just start happening recently? Does it happen when you open the program or when you try to play the ISO? If it's when you try to play the ISO, try changing plug-ins, I got the same problem when I used a plug-in that didn't like my computer. Make sure to use the test button in your video configuration window to make sure.

Well could you tell me your Prcessor speed, I'm not familiar with Pentium Processors, so I don't know the usual for them, right click My Computer, goto Properties and tell me everything it says under
"Computer"

mmmmm... heres a way to see your processor speed.
Goto Start, then Run, and type in dxdiag (i assume you have direct x installed).
it should list it on that first page.
And the once you are in dxdiag go to display adaptor and note your graphics card name down.
May be worth you using CVGS or whatever it's called instead. May also be worth trying using a software based graphics plugin.
Dark Lotus, what's your video plugin settings? You can list it all here by clicking "copy to clipboard" button under Pete's D3D plugin on the bottom right and then paste here. The error you are getting sounds like a problem with your video plugin setting.
Also in case you are wondering, the min requirement for epsxe is as follows :
