Way late reply. I assume they'll all be "slap some chips in a box" material in that price range. Best you could probably do is look over the reviews for a competent one and see if it'll meet your needs.
I kinda forgot about this. I could check reviews but that can be pretty hit and miss. it can be hard to tell if people are leaving legit reviews or just positive reviews for the sack of good feed back.

I'd mentally filter any non-technical and short reviews like "it's great!" "it suxx" without reasons given. Even that will be time consuming to skim through though. If you can easily return stuff you may want to buy a random one and test it for your needs. You might look into older capture boxes (ie. Elgato). I'd avoid Blackmagic Design unless it was super cheap, getting one to work right was a struggle.
Expanding on what I was talking about in the first post:
I bought an HDD dock and couldn't use it for what I wanted because of the chipset. Read a review that was posted months after I bought it which mentioned they don't use the same chips for every production run despite the model number staying the same. I figure that's what you're in for.
I do tend to do that already. I have heard the name Elgato before I think I may have looked at one but the price was too high for me. I did do a quick look again today and found one that only has a couple of reviews but they are mostly positive one of them mentioned they were replacing an old dying elgato with the cheap one and it worked as good as the elgato or close to it.
I would have possibly taken a chance on it but I kind of blew my budget. I found the same model I was looking at for a few bucks cheaper so I ended up ordering it now I just have to wait for it to get here once it does and I test it out I post results.
edit. got the capture card yesterday. today I did a quick test using my PS3 through OBS video quality was good I ran retro city rampage for a short bit and speed seems good I have the audio working now and it's good. from what I'm seeing this isn't a bad card for the price.
