Yes, for PS4 new consoles aren't going to be able to be exploited unless they are old stock with <9.00fw.
9.00 exploit is stable - I have a Pro with this, it's usb exploit (but there are some other options iirc).
5.05 exploit is stable - I have launch fat with this, it's the easiest exploit to use (but you need games to be backported).
Anything in-between is kinda pointless stability wise, so if you're above 5.05 you need to upgrade to 9.00 first then exploit.
The Pro I got cheap with a controller last year, used prices have gone up for those now though (over here).

Best it manages is maybe 30 - 35 on a large (4GB+) file. At least it was cheap (cost of shipping for a few random drives) and I don't need much speed out of it .
You'll have to poke around reddit or other large forums to see which drives can be ripped out of the enclosure ('shucking') for internal use if that's what you want.
I assume eventually there'll be another exploit though. Cause games that were over 9.00 have been dumped, and to be dumped a game needs to be run on an exploited system, right? So I assume there's a non-public exploit some dumpers are using, and maybe it sucks to use, who knows. But maybe when there's nothing left to lose another exploit might drop. So I don't think it'd be a terrible idea to closet a brand new system for possible use in 10-20 years, but not for purchase/use now.
*PSA* Wii Redump collector's can now unscrub ISO files. So scrubbed games can now be verified. You can find the program to do this here
Well when I have my PC connected via wireless, the DHCP lease is only an hour. It usually disconnects after a hour. I've looked at my modem settings and it seems fine. Bridging my connection by ethernet works, but at the cost of a slight bottleneck.
