Yeah I gave up on keeping up with PC hardware many years ago. Pretty much throwing away money and the constant research into what's the latest best thing.
Graphics cards have good resale atm, but there isn't anything really unique about them (like old 3dfx cards) so in 10 years or more they won't have any real value.
I can understand why some people are all pcmasterrace but I just can't be bothered.
Spoiler warning:
I just have a few laptops now
Unless you're re-encoding vast amounts of video constantly or something intensive like that I'm not sure why you would need powerful hardware.
I mean games yeah for sure... but cross-platform titles like you mentioned there's a cheaper simpler option (as I said).
Emulation maybe with mind blowing graphics?
Spoiler warning:
Basically all I mean is; now probably isn't the best time to be building a PC (unless it's absolutely necessary).
You might have to wait for a while until things get cheaper again. Could be years.
Spoiler warning:
Like I said, I'm out of the loop. My thinking is have a good solid computer that would last for years. I like desktops and use it for Internet, videos, surfing, downloading, probably coding soon. I had considered possibly getting a gaming laptop, but I don't know. I have a badass 32 inch monitor coming tomorrow. Gaming is not my only concern, though, just wanting to make sure it is doable.

The most recent laptop I have here is like 8 years old but I got it used as junk (paid $1), I'm spending about $55aud to upgrade it to 16GB DDR3 ram and 1TB sata.
The other laptops are slightly older, only have 8GB ram and 500GB drives but are still ok for what I use them for (torrents, ddl's and also messing with files for consoles that I have).
PS4 Pro I got used a few months back (was below 9.00fw) only cost just over $200aud with a controller. I already had a launch fat PS4 anyway which is on 5.05fw.

idk
As I said I can't be bothered with keeping up.
I only do research for small upgrades with old stuff I have, spend a little money and keep using stuff for years. Everything works for what I need but I don't play PC games I do re-encode vids on one of my lappys sometimes, but that hardly ever happens now since I got a cheap android box (used for $1) to hook up to my tv (put CoreElec on it so now it's minimal OS and plays a bunch of codecs/container types). Previously I had to re-encode x265 and some other odd stuff back to x264.
Spoiler warning:
I'm mostly a but I do buy physical games, blu-ray and some DVD movies/tv shows. I stay away from digital purchases unless there's no choice (usually DLC for stuff I own).

This is only an example and you'd want to be more particular about all the parts (like checking the MB QVL list for compatible memory kits) but:

You could cut cost by dropping to a lower capacity SSD, a cheaper case, and using the stock heatsink and fan. I wouldn't advise getting less memory or a DRAM-less or QLC SSD.
They also have build guides:

You can find laptop reviews on NotebookCheck. I'd avoid thin laptops and make sure the AC adapter can handle full load if you go that route. I wouldn't go for a laptop unless I needed portability .
