it gives me a basic idea of prices on pre-builts.
Practically guaranteed to be a hunk of junk they can't sell at that price .

The cheapest I see on Newegg is over $400 for anything recent . If you're referring to one of these, I wouldn't buy one. If the listed specs are accurate they're a decade old and you'd need to get a discrete GPU to run FO4.

no but close I was looking at hp's with slightly better specs. I assumed they were pretty outdated for the prices.

Well I've said this before Grouch so don't kill me

I still say for a budget a used Xbox One S and a Game pass subscription is right up your alley. They have all the Fallout games (albeit vanilla) Morrowind, Oblivion and Skyim (including the anniversary edition coming soon) All of the Doom games are on there (including Doom64) Plus classics like Rare replay, indies, AAA games and garbage titles too lol.

You can hook up a mouse and keyboard for youtube and other internet stuffs too.

Just plug it in and play.

Not being a fanboy here, like me money is a big concern and I just think this is a pretty good solution.

Something like that would still struggle with some PS2 emulation too.

It would struggle to live . Most of them are SFF too so you'd have to find a decent half height card (good luck) if they have a PCIe x8/16 slot.

What's the monthly rate on the GP subscription? If it's $15/month it'll end up costing the same in about a year and a half.

Yep - for Americans. All depends how long one would want to wait and how good you are at saving. First 3 months is a buck right now I think though.

Needing to buy a GPU kills any value that might be there. There were some refurbs with a GT 1030 2GB but that card is a piece of garbage.

Even if you don't get GP, you can buy physical games and resell.

If he's interested in anything on it. I presume that everything being 'free' on PC is a plus .

If he gets a low end PC in a month he's going to be disappointed he can't run everything that he wants too.

Well yeah. But with PC unless you get a solid cpu/gpu combo you might encounter issues with latest releases. As time goes on you'll encounter that.
Are you talking $600usd? That's way more than what XB1S is worth.

Anyway, if piracy is your thing you could spend some time looking for a PS4 with exploitable firmware. You won't have Morrowind or Oblivion on that though, probably not FO3/NV either.
But there are some unofficial PS2 games.

That's why I suggested new HW and his GPU requirement was pretty low .
