Need help with Adobe Premier audio editing

Okay heres the problem, I don't really know how to use Adobe Premier so I'm wondering if there is anyone out there that can give me some sort of step-by-step process in which to get rid of t he static sound in the background of the sound.

There's really no easy way to split up one audio track into two or more, which is what you would have to do in order to take out background noise from a particular track.
