Default Will a 32-bit emulator run on a 64-bit PC?

Will a 32-bit Playstation 1 or 2 emulator run on a PC with a 64-bit processor with no glitches?

Yes, but you're limited to 4Gb of RAM. Also, your CPU is limited to 2048 threads which won't make full use of the newer CPU's power; you will still get max 32-bit performance however.

Which is limited to 4GB of RAM and 2048 threads, the 64-bit CPU or the 32-bit emulator?

Also what are the limits for the RAM and threads of a 32-bit CPU?

The 32-bit emulator. I suggest using 64-bit emulators if you have more than 4Gb of RAM, fortunately there is ePSXe 64-bit but PCSX2 is still 32-bit...

Newer multicore CPUs exceed 2048 threads and won't benefit from running on a 32-bit OS because of that 32-bit limitation. It's a software limit, not a hardware(CPU) limit.
