If the BIN file is opened it will appear empty, use Izark or any other program that opens BIN to see.
You've gone way too cryptic with those filenames. What happens when somebody downloads multiple games simultaneously?
Also I get people complaining that Quickpar's installer could be a virus all the time, and I can just point them at VirusTotal's scan of the exe. Handing out an individualized exe with every upload with a cryptic name and poop icon on it, is not a good idea. Everyone will be and should be, wary of what that exe even does. There are countless fake download sites on the internet which will hand out malware that looks like that.
*PSA* Wii Redump collector's can now unscrub ISO files. So scrubbed games can now be verified. You can find the program to do this here

Not really. Kids just seem to think we shouldn't be playing games.

I hadn't played Rival Schools in about a decade until today and even as rusty as I am I'll beat whippersnappers.

Before or after kicking their ass in the game?
THE BEST METHOD to run PSX games (and everything else for that matter) is via Retroarch - http://buildbot.libretro.com/nightly/
If you have any questions on how to set it up on Windows please feel free to ask, its very easy.
