    Default Grandia cue files?

I just tried this game on the PS3 Tales of Phantasia works so its not the console. But basically I think there is an issue with the cue file, I just get a black screen.

You probably don't have a cue file just the bin.

open the cue in any text editor and see if it matches the filename with the bin, if not change it to how you want it to be named in the cue and the bin file name.
THE BEST METHOD to run PSX games (and everything else for that matter) is via Retroarch - http://buildbot.libretro.com/nightly/
If you have any questions on how to set it up on Windows please feel free to ask, its very easy.
