Well, it isn't TMPGEnc that takes too long, it is the process itself. If you wanted to convert a 100MB .avi file into a .mpg (MPEG Layer-1) so you can burn it to a VCD and watch it on your DVD player, it will take a great deal of time if you have an older system. I would guess that on a system with a Pentium III clocked at 700mHz and 256MB of memory, the process would take six hours at the very least. And that is at MPEG-Layer 1 resolution without any filters applied. So if you don't want this to take that long, get a new PC. My system with a Northwood chip at 2.7gHz and 512MB of RDRAM could convert the same file in an hour.

If you convert them to MPEG Layer-1 and not MPEG Layer-2 and you don't use any of TMPGEncoder's filters, I think it could be done in less than 9 hours total.

It could be less. That length really isn't that bad. Combined (13 20MB files) you are encoding 260MB of video and audio. The longest encoding length I have endured is twelve hours, when I used the older family PC with the Coppermine Pentium III.
