Visual Boy Advance and NO$GBA seem to be the top ones.

mGBA via RetroArch is the best GBA emulator.
THE BEST METHOD to run PSX games (and everything else for that matter) is via Retroarch - http://buildbot.libretro.com/nightly/
If you have any questions on how to set it up on Windows please feel free to ask, its very easy.

Visual Boy Advance is very easy to use and comes with a cheat search function if you get tired of running out of bombs in Legend of Zelda games or whatever.

I recommend Visual Boy Advance, but make sure you find a stable version.
