Controller Pak or Memory Pak?
Project64 "supports" Memory Pak, Rumble Pak, and Transfer Pak; though you need to do some finagling to get the latter two to work smoothly.
When you load Pj64, click Options -> Configure Controller Plugin...
You should see a window with several tabs, one for each controller and another for Shortcuts. There are also tabs in each controller. Assuming that you're using (and saving to) controller 1, let's go over to the sub-tab "Controller Pak".
In the dropdown, select "Mem Pak". Check the "RawData" box. This will bring up two basic windows. If you want to change Mem Pak directory, that's your choice. Otherwise, click "New MemPak / Browse". That will create a new MemPak (.mpk file) wherever you tell it to, with 123 open blocks, and it will automatically select that as the active pak. You should not need to format the MemPak, because you just created it. That should fix the problems.
I believe this will help you
