    It's not a government issued, taxable currency. So in that sense it should be (from the governments perspective) illegal, much like trading goods for goods, a.k.a. barter system.

    In your example, you are buying a service(taxable), the tokens you use to play games. The arcade buys the prizes(taxable). The arcade pays lot rent and utility fees(taxable). You then enjoy the service by playing their games, which may or may not award tokens that you can redeem for prizes. While this may seem to be a not-taxed interaction at the prize stage, every other part of it makes it a legitimate interaction in the Governments view.

    On the other hand, bitcoins can be mined as a fractional increment per clicked link. This makes it more like an Office Space scenario. You can feasibly write a piece of software that will allow you to mine those clicks and make transactions with "stolen" currency.
