Just tried the link you've posted. Extracted with no issues using WinRAR 5.40 (64 bit).

I grabbed this just a couple days ago as I've never played it and can also confirm it extracts and plays just fine on Dolphin.

Edit: also used winrar, 5.31 64bit.

You could try a download manager. Much better resume capability than a standard browser one and may even download faster too!!

You can google up a list of popular free ones.
